Classification Methodology & Data Governance in South Africa
The ZA Codes directory is built on a structured database designed to bridge the gaps between South Africa's primary classification systems for industries, occupations, skills training, and taxes.
1. Data Extraction & Official Sources
Our database compiles data directly from official South African government publications:
- Standard Industrial Classification (SIC): Extracted from Statistics South Africa's official 5-digit SIC 7th Edition (2012) and 5th Edition (1993) manuals.
- SETA Allocations: Based on Government Gazette No. 42589 published on 22 July 2019, which defines the industrial coverage of all 21 Sector Education and Training Authorities.
- OFO Occupations: Sourced from the Department of Higher Education and Training (DHET) Organising Framework for Occupations (Version 2021).
- NQF Qualifications: Sourced from the South African Qualifications Authority (SAQA) database of registered unit standards and qualifications.
- Tax Brackets & Profit Codes: Sourced from the South African Revenue Service (SARS) guidelines for the 2026/2027 tax year.
2. Classification Alignment & Crosswalks
To provide context for business compliance, we use deterministic cross-referencing logic:
- SIC 5 to SIC 7 Mapping: We map historical 5th Edition codes to modern 7th Edition subclasses to assist legacy business systems and database migrations.
- SIC-to-SETA Mapping: We match company activity descriptions to the designated SETA scope to determine where Skills Development Levies (SDL) should be directed.
- OFO-to-SIC Mapping: Occupations are linked to industry sectors to help HR managers identify the correct code for Workplace Skills Plans (WSP) and Annual Training Reports (ATR).
3. Compliance Risk Score Calculation
For each SIC code, we compute a Compliance Risk Score (ranging from 0 to 10) evaluating the quality and completeness of classification metadata across seven factors:
- Verified Official Source: Confirmation that the code is active in the official Stats SA registry.
- International Crosswalk: Correspondence with UN ISIC Rev. 4.
- Previous Edition Migration: Presence of a valid mapping path from SIC 5.
- Hierarchy Completeness: A full parent-child hierarchy verification.
- Size/Threshold Documentation: Guidance on payroll thresholds and employee counts.
- Trade/Export Alignment: Matching with customs or external trade indicators.
- Legacy Crosswalk Consistency: Verification of historical compliance records.
